歐洲築起高牆 難民恐成人球

針對大量湧入的難民和移民，歐洲各國紛紛採取不同程度的邊境管制，聯合國難民署（UNHCR）對此表示擔憂，並警告說，成千上萬的難民可能因此身陷法律上的「三不管地帶」，呼籲應在難民抵達的國家成立全面性、由歐洲管理營運的接待中心。
各國紛紛效尤邊境管制
德國13日傍晚宣布暫時恢復與奧地利間的邊境管制，南部巴伐利亞邦內政廳長表示，相關措施可能實施「至少幾個星期」。
奧地利也於14日部署軍隊，加強與塞爾維亞及奧地利邊境的控制。
已加緊邊境檢查的捷克，也可能採取進一步措施。斯洛伐克決定跟進，比利時與波蘭也在考慮中。
UNHCR表示，歐盟各國紛紛採取邊境管制，凸顯建立一個全面性因應難民問題機制的迫切性，擔心目前的情勢，可能把那些尋求庇護的難民推入一個法律上的三不管地帶。
UNHCR建議在歐洲各國成立難民接待中心，以期有效且適當協助那些抵達希臘、義大利及匈牙利的難民進行登錄。
聯國籲設統合接待中心
德國14日早上7時，因加強邊境管制而停擺的德奧間鐵路交通已恢復運行，但薩爾斯堡到慕尼黑路段，仍維持關閉。
在德國宣布對德奧邊境採取管制後，13日晚間，大約有1000名難民露宿在薩爾斯堡火車站。
施行邊境管制，已對1995年《申根公約》自由旅行的精神形成挑戰。
但依據公約，會員國可在「國安考量」下，暫時恢復邊境管制，通常時限為30天。歐盟執委會因此認定，德國並未違反公約。只是，德國此舉，顯然已在歐洲形成連鎖效應。
德接納難民仍比預估多
德國政府否認此舉是要對難民關上大門，副總理嘉布瑞爾14日表示，德國今年仍可能接納100萬難民，比先前預估的80萬人還要多。
歐盟28個成員國內政部長14日則在布魯塞爾舉行臨時會議，討論今年5月通過的一項強制配額方案，要把尋求庇護的4萬名難民分配到不同歐盟國家。
唯目前歐盟已把這項強制配額的人數，增加到16萬名難民，並擬將其分配到歐盟23個會員國。中歐、東歐各國強烈反對此一做法。新聞影音推薦
